Ban on high-capacity clips to be introduced Tuesday

WASHINGTON (RNN) - Representative Carolyn McCarthy, R-NY, says she plans to introduce legislation Tuesday making it illegal to manufacture or sell high-capacity ammunition-feeding devices, or clips.

The proposed legislation would come after the recent shootings in Tucson, AZ, where 19 people were shot, including U.S. Rep. Gabrielle Giffords, D-AZ.

Jared Lee Loughner, 22, is accused of opening fire using a gun with a 30-round magazine. Investigators say he emptied the clip and killed six people before he was tackled and prevented from reloading a new clip.

According to Thursday's statement, McCarthy said that while the U.S. Constitution guarantees the right to bear arms, she also believes that people should be able to design reasonable laws to ensure that the Second Amendment is exercised safely and responsibly.

"Just as we all celebrate and defend the First Amendment but also understand that practical limits must be in place, such as not shouting, 'Fire!' in a crowded theater, so too should we be able to respect the Second Amendment, while at the same time supporting commonsense regulations," she said.

Democratic Sen. Frank R. Lautenberg of New Jersey announced Monday he would work with McCarthy to pass the legislation.

"The only reason to have 33 bullets loaded in a handgun is to kill a lot of people very quickly. These high-capacity clips should not be on the market," Lautenberg said in a news release.

"Before 2004, these ammunition clips were banned, and they must be banned again."

McCarthy said the proposed legislation would not affect gun owners who already use or own high-capacity ammunition magazines, but would make it illegal to transfer or import them.

The proposed bill also would exempt law enforcement, those protecting nuclear materials and retired law enforcement that have devices transferred to them at retirement.

The congresswoman is optimistic that the legislation will prevent heartbreak in the future.

"Though it will remain impossible to estimate," she said, "I believe that the increased difficulty in obtaining these devices will reduce their use and ultimately save lives.

I don't think this will save lives in the future. If someone wants to commit mass murder, they'll find a way. Whether it be Timothy McVeigh style or getting clips black market, driving a car into a crowd... jmo, but then again I'm not a fan of any legislation that limits the 2nd amendment.

This is just another attempt from the wacko liberals to use the tragedy in Arizona to attack our Freedoms & Liberties in this Country. Another attack on the 2nd Amendment Right by the left. IT WILL FAIL!
